Create or update one or more Custom DPA Rules. If the rule name provided already exists as a Custom DPA Rule, it will be updated. If the rule name provided does not exist as a Custom DPA Rule, it will be created. The /api/dpaRules/reload route needs to be called in order for processing threads to run the latest set of DPA Rules.
